As Frazier works to uncover the identity and motives of the robbers, he discovers a much larger and more complicated plot. With the help of Madaline White (Chiwetel Ejiofor), a power broker with some mysterious agenda of her own, the two must solve the case before it's too late. In the end, it is revealed that the robbers were actually hired by White to steal a data disk containing embarrassing information about her client, a wealthy Wall Street mogul.

As she investigates, she uncovers a global network of traffickers who use violence and intimidation to keep their victims under their control. Along the way she meets a trafficked woman, Olga (Hopkins), and begins to develop a personal relationship with her. With the help of the ICE team and Olga's assistance, Kate is able to take down the criminals, but not without paying a personal price.
